The Employment Standards Office (ESO) is an independent and impartial institution, established under Article 6 of Law No. 7 of 2005 of the State of Qatar (the “QFC Law”). The ESO oversees and enforces the implementation of the QFC Employment Regulations across the Qatar Financial Centre.
The QFC places human capital as a core element of successful businesses. The Employment and Labour Standards Administration (ELSA) sets and administers employment standards for all firms within the QFC. It offers legal advice and consultancy on a wide range of employment issues that arise in day-to-day operations.
The division supports compliance with the QFC Employment Regulations by raising awareness, reducing the risk of misinterpretation, and helping address issues before they escalate into disputes.

Dispute prevention under the ESO includes monitoring how legislation is applied. Regular monitoring activities are carried out to identify areas of non-compliance and to take proactive or reactive measures to address them.

Assessment of the level of compliance with applicable legislation
Identification of non-compliance issues
Root-cause analysis
Definition of corrective actions to address non-compliance, including enforcement where needed
Support of the enforcement process through evidence collection
Monitoring of compliance with enforcement orders
Definition of preventive actions to avoid future contraventions
In line with Qatar National Vision 2030, the ESO supports human development and a future-ready workforce. Changing market trends are monitored and tailored training solutions are developed to promote best practices in employee management.

The Labour Market Information System (LMIS) is an integrated platform that coordinates the collection, processing, storage, retrieval and analysis of workforce data across the QFC. It supports the assessment of labour market trends and the development of appropriate policy responses.
Key Areas of Support:
Collection of employee data through the QFC Client Portal, where employers submit and update workforce information in real time (including new hires and terminations)
Verification and controlled storage of collected data, with access limited to authorised ESO personnel
Analysis of workforce data to identify trends, assess outcomes and generate insights through regular reporting
Sharing of insights with the QFC Authority and relevant departments to support policy development, system enhancements, innovation and job creation
The Commission for Conciliation and Adjudication (CCA) provides a clear framework for the fair and timely resolution of workplace disputes between employers and employees.
The process follows a two-stage approach, beginning with conciliation and progressing to adjudication where required. The priority is to resolve disputes amicably wherever possible.
Key Areas of Support:
Assessment, management and investigation of complaints
Conciliation – a voluntary and confidential process that allows employers and employees to resolve disputes amicably without legal representation, facilitated by a professional conciliator
Confidentiality of all information shared during conciliation
Adjudication – where conciliation does not result in a resolution, a fair process is followed in which both parties are heard before a determination is issued
Determinations issued by the ESO may be appealed before the QFC Regulatory Tribunal at the QICDRC within 60 days of notification
