The Qatar Financial Centre is committed to maintaining a transparent and trusted business environment through its Monitoring and Enforcement functions. These functions ensure that licensed firms operate with integrity, comply with applicable obligations, and contribute to the reputation of the QFC.
The QFC Monitoring Unit is responsible for ensuring that all QFC Licensed Non-Regulated Firms comply with the QFC Law, the QFC Regulations and all applicable QFC Rules. Its purpose is to protect the integrity and reputation of the QFC by ensuring that licensed entities conduct their business strictly within the scope of their Licence and adhere to applicable post-licensing obligations.
The Monitoring Unit applies a risk-based approach to supervision, maintaining a structured framework that includes firm-specific risk ratings and ongoing review of firms’ compliance profiles. The unit conducts a variety of checks, including Standard and Enhanced Due Diligence Reviews, Thematic Reviews and Targeted Reviews, to assess compliance with the QFC framework and to identify potential regulatory or reputational risks.
QFC's Enforcement Unit plays a key role in supporting the entity's legal and compliance framework for non-regulated entities.
Through a targeted but flexible approach, it is responsible for identifying and addressing conduct that may harm clients, through investor protection, compliance and a transparent ecosystem. Efforts are directed towards areas that present the highest risk, ensuring that action taken is fair, balanced, and proportionate.
The Enforcement Policy Statement 2019 outlines QFC's complete approach and provides clarity for firms and individuals who may be subject to investigation. The policy also reinforces a commitment to transparency, openness and cooperation throughout the process.
Not every investigation results in disciplinary action. When it does, the QFC Authority may take appropriate steps using a range of purposeful measures, including:
The approach of the QFC is grounded in transparency and clarity for businesses and investors. Public visibility of enforcement actions serves as a deterrent and upholds the highest standards across the business community. Enforcement outcomes are published, clear guidance is provided on all procedures, and fair and cooperative treatment is maintained with the affected parties.
