Mansoor Rashid Al-Khater was appointed Chief Executive Officer (CEO) of the Qatar Financial Centre (QFC) in January 2026. In this role, he leads the delivery of QFC’s strategic objectives and works to further strengthen its position as a trusted and internationally recognised financial centre.
Prior to this appointment, Al-Khater accumulated over 28 years of leadership experience across the telecommunications, energy, and cultural sectors in the Middle East and North Africa. He served as Chief Executive Officer of Ooredoo Tunisia, where he led a comprehensive company-wide transformation that delivered key performance achievements and operational progress. He also held several senior leadership positions within the Ooredoo Group, including Group Chief Strategy Officer and Chief Strategy Officer, and spent 11 years at Qatar Petroleum contributing to the company’s operational progress.
Before joining Ooredoo, Al-Khater was member of the Board of Trustees of the Qatar Museums Authority and has served on the boards of Arabsat, Al Jazeera Network and Al Wakrah Qatar Academy.
Al-Khater holds a Master of Science in Emergency and Disaster Management from Georgetown University, an MBA in Business Administration from the University of Hull, and a Bachelor of Science in Mechanical Engineering from Qatar University.
